The Personnel Division is the human resource management arm of the DOTC-Central Office, its Regional Offices and Project Management Offices, that provides services to all personnel from employment to retirement (except training and Development that is handled by the HRD Division). It also provides guidance and support to the Department's Sectoral Offices and Attached Agencies on all matters pertaining to personnel policies and transactions.
It is accredited by the Civil Service Commission to take final actions on appointments pursuant to CSC Resolution No. 991246 dated 01 August 1999. It implements the four (40 mechanisms essential to comprehensive HR management: Merit Selection Plan (MSP), Performance Evaluation System (PES), Program on Awards and Incentives for Service Excellence (PRAISE), and Grievance Procedures.
In keeping with the global HR trend, the Personnel Division constantly updates its personnel policies, and is now gearing toward Competency Based Management (CBM).
