"As we celebrate the BRP Teresa Magbanua, we reaffirm our consecration as Philippine Coast Guard to the service of the people, to the service of the country, to the service our fellowmen. Sinasabi natin sa sambayanang Pilipino: nandidito kami ngayon kasama na namin ang dagdag na numero, kasama na namin ang pasilidad na kung saan umasa kayo, kababayan, na gagawin ng Philippine Coast Guard ang kanyang katungkulan nang sa ganun mapalaganap at mapalago 'yung humanitarian at safety and concern commitments ng Philippine Coast Guard," Secretary Tugade said during his speech. 
 
Secretary Tugade also announced that the second 97-meter multi-role response vessel of the PCG will arrive in the country in June this year. 
 
"This ship's name mirrors valor, indomitable fighting spirit, and an equal commitment of her namesake like Teresa Magbanua. Today's event fuels our passion to serve and strengthen our motivation to be always responsive to defend our country's interest and to serve its territorial integrity," PCG Commandant, CG Admiral Artemio Abu stated. 
 
Meanwhile, Japanese Ambassador to the Philippines Kazuhiko Koshikawa reiterated that the acquisition of the new floating asset of the PCG further strengthens the Japan-Philippines friendship and cooperation.
 
"Being Maritime nations, ensuring effective law enforcement in our seas is directly linked to the international interest of both Japan and the Philippines. Today, the commissioning of BRP Teresa Magbanua embodies the strong commitment of our two governments to maintain maritime orders and UNCLOS,"  Ambassador Koshikawa said.
