The LTO promotes the safety and comfort of the traveling public with respect to motor vehicles. The LTO is also tasked with collecting various fees from the registration of motor vehicles, the issuance of licenses to qualified motor vehicle drivers, the collection of fines and penalties for motor vehicle related infractions, and the issuance of motor vehicle license plates.

With more than 13 million motor vehicles across the Philippines, the LTO, with less than 1,000 Law Enforcement Officers (LEOs) deployed nationwide and without a central monitoring system, the up-to-the-minute monitoring of traffic, and the enforcement of land transportation laws and regulations provide difficult challenges to LEOs. To address the problem the LTO shall set-up and establish a Motor Vehicle Recognition and Enforcement System (MVRES), complementary to the LTO Central Command and Control Center, providing holistic views of traffic situations nationwide. It shall be an end-to-end solution with a combination of IoT platform and integrated data analysis that will provide LEOs real-time information and enable them to respond to situations quickly. The MVRES will enhance the current system in the LTO Central Command and Control Center, through the use of RFID and License Plate recognition by way of video analytics. |

IT Training Hub for Automated Drivers’ Training and Traffic Violation Seminar Training
Project Description |
Given the current health crisis which led to the imposition of the “New Normal”, and in an effort to gradually digitize the service offerings of The Land Transportation Office (LTO), and in its desire to improve the service delivery to its clientele, through advocacy and education, intends to initiate a project that will create a modern and technology equipped multi-purpose Information Technology Hub, where training, seminars, and re-training requirements can be effectively delivered through the use of mobile devices, without the necessity of a face to face instructor-led engagements. Training, Seminars and the likes are accessed online and through multi-media platforms. It also intends to provide a secure platform of communicating and collaborating amongst the LTO leadership team by having their own chat, video-conferencing and live screen share, enabling them to securely telecommute and work wherever they are. The project will include the design and construction of an IT Training Hub Facility, inclusive of various facility support systems such as power, cooling, audio-video system, IT Infrastructure, Mobile Training and Learning Management Platform and Systems, as well as the initial content development for training and lectures. All these are aligned with LTO’s efforts to leverage on technology driven digital platforms for collaboration. |

Road Safety Interactive Center
Project Description |
The Land Transportation Office with its road safety advocacy aspires to provide profound knowledge and comprehension on the protocols, safety practices, and proper discernment of the general public while on the road. Adherent to this advocacy, LTO have developed a Road Safety Project which aims to attain these aspirations through an interactive road safety learning facility infused with state of the art technology and entertainment intended for all ages. The Road Safety Center shall consist of modular interactive exhibits conveying a divergent array of information and learning manifestations necessary in providing deeper understanding and awareness to the public—pedestrians and drivers— on road safety. The project shall include the construction and design of the Road Safety Center; auxiliary resources such as power, cooling system, and audio-video system; construction and establishment of the mini-theater; interactive entertainment kiosks, design and installation of exhibits and artifacts; production of content materials; and other ICT pre- requisites relevant to the interactive exhibits stated herewith. |
