The Toll Regulatory Board supervises and regulates the construction, operation, and maintenance of toll facilities, and is also responsible for the collection of toll fees. It was created by virtue of Presidential Decree (P.D.) No. 1112 (a.k.a. the Toll Operation Decree).

Automated Toll Collection System (AFCS). A fare collection scheme in public transportation using contactless fare card, smartphone or through other payment channels, effecting greater convenience for passengers and safety for both passengers and payment collectors. In toll plazas, payments are made thru the enhanced use of the Radio-Frequency Identification (RFID) system in vehicles. Toll operators massively installed RFID stickers to tollroad users as the toll plazas implement 100% RFID-enabled gates/barriers. AFCS media include: smart cards, EMVCo, QR code, and mobile payments through Near Field Communication Technology (NFC)
This contactless payment scheme is being implemented to prevent close transaction along toll booths which poses serious imminent threat of infectivity that is projected to be a highly potent vector of spreading the virus to such an exponential and vast reach, considering that toll road users come from and go to various points across the country.
Cognizant of the need for greater technical upgrading amidst the urgency of the contactless payment scheme, provision of cash lanes is still implemented to accommodate all motorists outside the regular mass of toll users.
